From Redding.com, the Record Searchlight:

The initial environmental study of a proposed cogeneration power plant on the Sacramento River in Anderson lists concerns in 13 of 17 categories as posing a “potentially significant impact,” including air quality, noise and biological resources.

The 20-page report prepared by the Shasta County Department of Resource Management says “the proposed project may have a significant effect on the environment and an environmental impact report is required.”

The power plant would be built on Sierra Pacific Industries’ existing site at the end of Riverside Avenue between Highway 273 and the Sacramento River and would replace a smaller cogeneration plant currently in operation, Sierra Pacific spokesman Mark Pawlicki said.
