Governor says state will build Peripheral Canal

“Gov. Arnold Schwarzenegger, visiting an area where sentiment against the Peripheral Canal is intense, told a business group in Stockton that the state was “going to fix the delta and to build a canal around the delta.”
The governor made the comments at a gathering at the opening of an electric vehicle plant. His statement was first reported by The Stockton Record. After the speech, the governor did not take questions from reporters, the Record said.
It was one of his most direct comments to date about the canal, which is not popular in San Joaquin County. Among those who were surprised and displeased was Douglass Wilhoit, CEO of the Greater Stockton Chamber of Commerce, who said the newly approved water package did not address “the very faulty and incomplete water legislation which we fear does not go far enough to protect and restore the Delta.” …”

Arnie has poor timing. He just made the water bond a $30+ billion referendum. Now everyone will equate the $11 billion water bond with the peripheral canal.
From DWR: “The cost estimate for the short and long tunnel options is $7.3 billion and $7.5 billion, respectively. These estimates do not include environmental permitting or mitigation or Initial Dual Conveyance Assessment power facilities costs. Combining the cost of facilities for the Through-Delta Component with the costs for West Canal Alignment to create a Dual Conveyance System produces a range of total cost of approximately $8.6 to $17.2 billion.”

This price tag is without full engineering designs or specs. As always, we need to expect feature creep and changes to accommodate technological discoveries during the design and spec phase. Most recently, DWR has talked about the long tunnel option and making it deeper to better accommodate the Stockton deep shipping channel. I also seem to recall that the state also needs to buy some of the central delta islands as well but this is not part of the estimates given for the peripheral canal.
