What about the Delta? asks editorial

“California’s Legislature pulled an all-nighter this week and at 6 a.m. Wednesday adopted a package of bills to address the state’s water needs, particularly those tied to the Sacramento-San Joaquin Delta. Gov. Arnold Schwarzenegger, who signed off on the package, called it “one of the greatest accomplishments” of the Legislature.
But is it?
The bills certainly didn’t please everyone, particularly Delta area legislators. Solano County’s own representatives — Assemblywoman Mariko Yamada and state Sen. Lois Wolk, both Democrats — didn’t vote for it.
They rightly observed that the package was rushed through the Legislature’s back rooms, where deals were made that do nothing to solve water problems but that add to the cost Californians will be expected to pay.
They are also concerned that those who live and work in the Delta are being shoved out of the decision-making process in favor of outside water interests. That is a distinct possibility, particularly if the process used to push the legislation through the Assembly and state Senate is any indication of how other state agencies and commissions plan to operate.
But it is not yet a foregone conclusion. And, really, what does this legislation accomplish? …”
