Michael Fitzgerald: Maybe more waves need to be kicked up on Stockton water project

“If city leaders proposed building another waterfront project, some budget-straining showpiece such as the arena, the public outcry would break all decibel meters.
Especially if, with government hacking jobs and services, and regular folks pinching pennies, it involved a steep tax hike.
Yet the Delta Water Supply Project, the plan to build a plant to pump out Delta water and treat it for Stockton’s use, is sailing forward with nary a peep.
The DWSP, which broke ground recently, is a grand waterfront project. It’s just farther down the waterfront. Its $217 million cost is more than three times the arena’s.
Its total cost is probably closer to $260 million. All expenses reckoned, it is far and away the biggest capital project in Stockton, ever.
Paying for it will entail a painful 60 percent water rate increase.
Yet, as I say, nary a peep. …”
