Critics say pact is watered down; Key elements weakened for final approval

“”Historic.” “Extraordinary.” “Daring.”

Last week, Gov. Arnold Schwarzenegger and legislative leaders boldly boasted of a deal to overhaul state water policy after years of failure.

“I think this was something that no one was able to do – no governor, no Legislature – in the past four decades,” Schwarzenegger said Thursday during the last of four celebratory signing ceremonies, which ranged in location from the San Fernando Valley to the north Delta.

If nothing else, the deal is historic in that the California Legislature has rarely reached agreement on water reform. But some observers say key provisions of the deal had to be weakened to gain that final handshake, making the end result more hype than history.

Critics, including many Delta advocates, say the deal will indeed be memorable, but for all the wrong reasons.

“I guess it’s historic in the sense that it’s going to ruin everything,” said south Delta farmer Alex Hildebrand. “That’s kind of a historic event.” …”
