Cordelia woman astounded by erroneous bill

“Ednalee Kelly was unprepared for a $3,058.82 water bill. Come to think of it, she wasn’t prepared for any water bill regardless of its size.

That’s because the retired real estate agent living in Old Cordelia, had never received a water bill in the 21 years she had owned her property. Nor, for that matter, had her father before her, who bought the land in 1964.

Fortunately — though still a shock — when a billing error was noticed, Kelly, 77, owed about half, around $1,600, for four months’ service.

“There are so many things that I don’t understand about this,” said Kelly, seated in her sunny living room. “I don’t think anybody could sit back and do nothing when their water bills are higher than their monthly (home) loan payments.”

Kelly is part of a rather elite subset of water customers serviced by the Vallejo Water Division.

Of the 800 or so “Lakes District” water customers outside Vallejo’s city limits, an even smaller group of about 30 homes have special deals dating back 70 years or more with the city, said city Water Superintendent Erik Nugteren. … “
