Water bond to rain money on local dam

“In closed-door meetings, California lawmakers recently added $1 billion worth of lures to nail down enough votes for a sweeping water-bond measure that supporters contend is essential to the well-being of the economy and environment.

Buried deep in that list of inducements is $100 million to help more than double the size of San Vicente Reservoir near Lakeside. It was an unusual earmark because the project already broke ground and has a committed, local funding source, some water-policy experts said.

Dennis Cushman, a manager for the agency overseeing the reservoir expansion, conceded that it was a head-shaking maneuver born out of desperation to secure funds for the San Diego County Water Authority.

“In the Legislature, more often than not, everything comes together at the last minute. That’s the reality of lawmaking in California,” said Cushman, the authority’s assistant general manager. … “
