Years of steady water use give way to savings amid drought, other restrictions, officials say

“Inland water providers say deliveries have decreased dramatically in the past year because of mandatory conservation and higher rates driven by statewide shortages.
For July-September, demand was down 20 percent compared to the previous year, said Tim Barr, water use efficiency manager for Western Municipal Water District in Riverside.
Barr credits conservation, landscaping restrictions and the economy. “The fact is that people’s budgets are squeezed so they’re paying attention and using less. Plus we’ve had a lot of foreclosures,” he said.
Until this year, however, the conservation message appeared to have little effect on water use. Per-capita use changed only slightly from 2003 to 2008, according to state documents analyzed by The Press-Enterprise. … “
