Water managers hope to build momentum for bond measure

“SAN DIEGO – Conventional wisdom says there’s no worse time than a recession to sell voters on an $11.1 billion bond.

But water managers who have come from across the state for a conference in Mission Valley this week hope the state’s four-year drought will build momentum for the measure, which would help stabilize water supplies and fragile ecosystems.

Promoting the financial plan is a central element of the meeting, being held at the Town and Country resort, even though most residents won’t think about the issue for several months.

“I am here to help begin the process of assembling an army and assessing what our strategic advantages are because it’s going to be a battle,” said Jim Earp, executive director of the California Alliance for Jobs, which represents the heavy-construction industry. … “
