Escondido’s strong conservation prompts city to loosen irrigation rules; Officials deny their aim was recouping lost revenue

“Strong conservation efforts by residents, who have used 14 percent less water this year than in 2008, have prompted officials to recommend softening a new city policy that would have restricted lawn irrigation to one day per week this winter and spring.

City water officials said they want to allow residents and businesses to continue watering their landscapes three days per week because so much water has been saved this year with shorter showers, the installation of drought-tolerant plants and other efforts.

“I have to give the community a huge pat on the back,” said city utilities director Lori Vereker, who is scheduled to present the proposed policy change to the City Council on Wednesday.

However, a community activist suggested Thursday that the city might be retreating from the tighter restrictions because conservation efforts had cost the city’s utilities department crucial revenue. … “
