Protest filed over Chula Vista power plant reimbursement; Questions raised about 2010 rates

“Operators of the South Bay Power Plant, which Chula Vista officials and potential developers desperately want removed from the city’s waterfront, are facing questions about their proposed 2010 rates and whether the facility really is needed for emergency electricity generation anymore.

Chula Vista Councilman Steve Castaneda and Rep. Bob Filner, D-San Diego, filed a protest with the Federal Energy Regulatory Commission last month accusing Dynegy South Bay of failing to justify its roughly $52 million reimbursement request. They also said the energy company’s need to run the plant isn’t warranted. … “
