Crystal Geyser plans for Orland water

“Crystal Geyser got the go-ahead Wednesday from the Technical Advisory Committee of Orland for a proposed sparkling mineral water bottling plant on East South Street and County Road 200.

A citizens group called Save Our Water Resources has said it will appeal the decision to the Orland City Council.

The vote by the Technical Advisory Committee was unanimous.

The citizens group has argued that a full environmental impact report on the project is needed and has voiced concerns about water use, a nearby plume of groundwater contamination, truck traffic, air pollution and more.

City staff has said the environmental review is not required because the project meets city zoning standards. Also, impacts such as air quality, noise, transportation and water extraction do not meet thresholds that would trigger the environmental review under the California Environmental Quality Act, city staff has said.

“The Technical Advisory Committee is used to follow the regulations and rules that are in place,” said Orland City Manager Paul Poczobut. “We are not the policy-setting body. That is the City Council.” … “
