SacBee editorial: Can sewage foes fashion a fair Delta cleanup?

“If you are one of the 1.3 million people served by the Sacramento Regional County Sanitation District, you might want to prepare for an eventual hike in your monthly sewage treatment bills.

For years, Sacramento has depended on a “dilution solution” – flows from the mighty Sacramento River – to avoid the kind of costly sewage treatment upgrades that other communities have adopted.

But those days are clearly numbered. On Friday, state regulators issued a draft discharge permit that could require the Sacramento sanitation district to spend $2 billion retrofitting its treatment plant to reduce ammonia and other pollutants. … “
