If Alameda County residents successfully limiting how much water they use under the mandatory rationing guidelines issued by EBMUD this week, the utility will need to raise rates by ten percent in order to maintain a balanced budget.

Conservation creates a Catch-22 situation, said Gary Breaux, finance director for the East Bay Municipal Utility District. “If they conserve, we won’t collect enough money really to keep our operation going.”

That is the falacy of the manner in which we finance major project in the US, especially in NoAquafornia.

We have the same problem with transportation. The Golden Gate Bridge Authority will have to raise rates because the price of gasoline is driving down the number of commuters.

Maybe all of those bonds were not such a good idea after all.

The other point that East Bay MUD is missing is that the current rainfall pattern (2006/7, 2007/8) may, in fact, be the new norm.
