The California Report on the peripheral canal

A well respected group of researchers is wading into one of the biggest fights in recent California history. A new report from the Public Policy Institute of California says the state should build a canal around the Sacramento-San Joaquin Delta. The peripheral canal would transport water from Northern California to cities and farms throughout the state. Some 25 years ago, voters rejected a peripheral canal out of fear that it was a Southern California water grab — and the topic has been virtually taboo ever since.
