Delta Vision 2011 Report Card assigns stern grades to State and Feds

From Charles Gardiner, Executive Director of the Delta Vision Foundation, posted at the California Progress Report:

“The Delta Vision Foundation (established by the former members of the Governor's Delta Vision Blue Ribbon Task Force) released the 2011 Delta Vision Report Card on Thursday, June 16. The Report Card issued grades on state and federal agency progress and effectiveness in implementing the 2008 Delta Vision Strategic Plan to achieve the Two Co-Equal Goals of (1) restoring the Sacramento-San Joaquin Delta Ecosystem and (2) ensuring a reliable water supply for California.

The 2011 Delta Vision Report Card found that none of the State agencies or activities rates an “A”, with grades ranging from B+ to D+.

While the state and federal government and non-governmental stakeholders received mostly above-average marks for effort, the grades for progress and implementation of key goals set forth in the Delta Vision Strategic Plan were less favorable. Grades were based on more than forty interviews with state and federal officials, and a comprehensive survey completed by key stakeholders and the public to solicit input on progress and effectiveness. This inclusive information gathering process established a unique and in-depth citizen accountability process to help drive public progress. … “

ACWA”s Water News covered the release of the report card, adding:

” … In remarks as part of the stakeholder panel, Jennifer Persike, ACWA's director of strategic coordination and public affairs, noted that ACWA supported the Delta Vision Strategic Plan when released in 2008 and largely agrees with the report card's assessment of progress to date.

ACWA remains concerned, however, that the Delta Stewardship Council’s staff drafts of the Delta Plan have not been consistent with the comprehensive approach envisioned in the strategic plan. Persike said it may be too soon to assess the council’s progress. She also noted that ACWA and a coalition of water agencies and organizations has developed an Alternate Delta Plan to provide more options for the council as it moves toward a final plan. The council has agreed to include the Alternate Delta Plan among the alternatives it considers in its environmental review. … “
