Thursday’s top of the scroll: Governor Brown hints at peripheral canal

From the Central Valley Business Times:
“A possible multi-billion dollar canal to siphon water around the Sacramento-San Joaquin Delta to users south of the Delta is being hinted at by Gov. Jerry Brown, a long-time supporter of the concept.
In his annual state of the state address to the Legislature Wednesday, Mr. Brown says that “by this summer we should have the basic elements of the project we need to build” referring to the Bay Delta Conservation Plan.
While not directly mentioning the canal, or its alternative, a tunnel beneath the Delta, Mr. Brown says “this is an enormous project. It will ensure water for 25 million Californians and for millions of acres of farmland.” … “
