Students probably prefer online soft copies of the magazine and report anyway so it would not need to send paper copies out. And if you really want to go out on a limb, create a water ambassador program that provides some training to high school and college students who can then go out and provide presentations to and organize the wider community. The costs can be minimal if you find sponsor schools/organizations and let the students organize themselves.</description>
