San Bruno considers seeking federal stimulus loans for water projects

The City Council is expected to decide tonight whether to adopt a resolution allowing the city manager to submit applications for federal stimulus loans to fund nearly $12 million in capital improvement projects related to water quality.

If the applications are accepted, federal loans could save San Bruno at least $800,000 or so in the completion of the various projects, according to a city staff report.

The Federal American Recovery and Reinvestment Act of 2009 allocated $6 billion for national water, wastewater and storm water projects, which are placed in state revolving funds for distribution to local agencies, according to the staff report.

California is slated to dole out $500 million for wastewater and storm water projects and $190 million for drinking water projects through the California Safe Drinking Water State Revolving Fund and the Clean Water State Revolving Fund, the report added.

The 10 projects that may qualify for the revolving funds range from the replacement of a water main and rehabilitation of water pumps to the construction of an “advanced water metering system” that will more clearly differentiate between groundwater and water provided to the city by the San Francisco Public Utilities Commission.
