Cities ask Imperial Irrigation District to lower rates

Holtville was the most recent city to protest against the Imperial Irrigation District’s proposed water rate increases, and is the third to do so with a twist — instead of simply protesting, the city also plans to send a resolution to the IID asking to reduce its water rate. “I disagree with the proposed rate increase,” said Councilwoman Colleen Ludwig.

The City Council lacked a quorum when it voted on the issue — Mayor Bianca Padilla and Councilman Richard Layton were both absent from Monday’s meeting entirely. Councilman David Bradshaw excused himself while the item was discussed, as he is an employee for the IID.

That left Ludwig and Councilman Jerry Brittsan to discuss the issue, and both said they wanted to vote so that their opinion could be sent to the IID before the district’s April 7 deadline for protesting the rate increase. “If it comes back later as null and void, then at least we made our voice heard,” Brittsan said.
